Chairman of Hung Yen People's Committee issued a decision in mid-July approving the investment to construct a road connecting Thai Binh ward (formerly Thai Binh city) to post-merger Hung Yen centre.

The total investment for the project approximates $200 million, including compensation, support, and resettlement costs of $41.4 million; construction costs at $128.7 million; and project management, construction consultancy, other expenses, and contingency costs of nearly $27 million.

The route starts at the intersection between the access road to TBS Song Tra Industrial Park (IP) and national highway 10 (S1 bypass), located in Thai Binh ward, and ends at the beginning of the Luoc River overpass, located in Ngu Thien commune.

The project will pass through Thai Binh ward and the communes of Nam Tien Hung, Tien Hung, Hong Minh, Hung Ha, Tien La, and Ngu Thien in pre-merger Hung Yen province.

The road will be designed with a speed limit reaching 80 km per hour, while ensuring flood drainage capacity and smooth operations, while meeting economic-technical requirements and long-term structural stability.

Specifically, the segment surrounding TBS Song Tra IP will be fully developed as an urban road with a width of 63 metres.

The segment from Km5+00 to Km6+00 connecting Tra Ly Bridge and the approach road will be developed as a main road with a roadbed width of 34 metres, matching the scale of Tra Ly Bridge.

The segments from Km0+600 to Km5+00 and from Km6+00 to the end of the route will be developed with dual frontage roads on both sides, each with a roadbed width of 24 metres, a reserved land strip for the main road of 29 metres, and land clearance based on a completed width of 60 metres.

The route includes eight bridges, the largest being Tra Ly Bridge at 757 metres, and nine intersections designed to match the planning scale and current conditions of the route.

The project will be implemented in two phases, with an investment of $149.4 million for phase 1, from the national highway 10 intersection to Dong Tu intersection, and $47.7 million for phase 2, from Dong Tu intersection to the right bank of the Luoc River.

According to the plan, the project will be carried out from 2025 to 2028 using central government support and the provincial budget.

According to Nguyen Xuan Khanh, director of Hung Yen Project Management Board No. 2, this is a key project with strategic significance in completing transport infrastructure, promoting local socioeconomic development, and expanding regional connectivity.

“The road will connect the new Hung Yen centre with neighbouring localities and create a new development corridor linking IPs, urban areas, and economic zones with Ring Road 5 around Hanoi. Relevant authorities will closely coordinate on project implementation, especially land clearance,” Khanh said.

Once completed, the road will complement connections between Thai Binh ward and Hanoi. It will meet inter-regional, inter-provincial, and inter-area transportation needs, linking the province with neighbouring localities via Ring Road 5. It will also help reduce traffic pressure on national highways 10 and 39.
