Deputy Prime Minister Pham Van Thanh urges relevant localities and management agencies to scale up efforts paving the way to kick off the construction of Ninh Binh-Nam Dinh-Thai Binh-Haiphong Expressway right in 2022.

In a field check at the proposed highway project site last week, the DPM said that this expressway is crucial, acting as the corridor linking the relevant localities with the airport and seaport, creating a fresh impetus to drive development in southern Hanoi and the northcentral region.

“Building the expressway proves necessary and secures high economic efficiency. It needs firm commitment and a quickened pace of implementation,” said DPM Thanh.

The DPM asked relevant stakeholders to speed up investment preparations to be able to kick start the construction of the major expressway right this year.

Ninh Binh-Nam Dinh-Thai Binh-Haiphong Expressway spans more than 80km, with 18km passing Ninh Binh province, 33km crossing Thai Binh province, 29km running through Nam Dinh province, and 9km running from Thai Binh River’s flyover to National Highway 37, with the latter section to be invested by Haiphong.

Under the prime minister's approval, the project shall be invested in following the public-private partnership model.

Thai Binh province is trusted to expedite investment procedures for the investment project on building the expressway through the three remaining localities of Ninh Binh, Nam Dinh, and Thai Binh.

Under the prime minister's approval, the project shall be invested following the public-private partnership model, using the build-operate-transfer contract format.

Earlier this month, Geleximco Group sent a document to the Ministry of Transport asking for permission to draw an investment dossier on building the expressway.

Touted as a large private group with equity touching $630 million, total asset value reaching $2.26 billion, and a headcount surpassing 10,000, Geleximco commits to making investment preparations in the shortest time with assured efficiency to shortly bring the project into life, contributing to ensuring seamless transport links between regions.

In light of Vietnam’s road network plan for 2021-2030, with a vision towards 2050, the expressway will span a total of 109km and consist of four lanes with construction to be completed before 2030.
