PM Chinh will assume the role as head of the steering committee, while Minister of Planning and Investment Nguyen Chi Dung has been appointed as standing deputy head and Minister of Information and Communication Nguyen Manh Hung as deputy head.

The steering committee, an inter-sectoral coordination organisation, is tasked with helping the government and PM study, direct, and coordinate with competent sides to handle important issues relating to the semiconductor sector in Vietnam.

In addition, it is responsible for researching and providing consultation, recommendations and measures, as well as facilitating coordination between relevant ministries and ministerial-level agencies, government bodies, and related organisations to bolster the semiconductor industry's development.

The steering committee aims to realise the country’s target of becoming an important link in the global semiconductor industry value chain. Vietnam plans to build a contingent of engineers and experts capable of meeting the industry's requirements in both quality and quantity by 2045.

The country also plans to deeply engage in the semiconductor packaging and testing process, aiming to master part of the associated technology, as well as train 50,000 engineers across all stages of the value chain by 2030.

Nearly 160 out of about 240 universities across the nation are providing technology training, which will be expanded to semiconductors, and 35 educational institutions are offering majors related to semiconductors.

A semiconductor industry ecosystem has been formed in Vietnam, with more than 50 enterprises. Most of them are foreign-invested enterprises such as Intel, Amkor, and Hana Micron in packaging and testing; Ampere, Marvell, Cadence, Renesas, and Synopsys in design; and Lam Research and Coherent in equipment manufacturing.

Major Vietnamese enterprises such as FPT and Viettel are also involved in the design stage, which accounts for 53 per cent of the value chain.
