A National Assembly resolution for the central city of Danang is being considered a turning point for the development of the central city thanks to creating unprecedented policies.

On September 5, Prime Minister Pham Minh Chinh chaired a conference to disseminate and implement Resolution No.136/2024/QH15 on the organisation of urban government and pilot of specific policies to develop Danang.

PM Chinh established a steering committee to implement the resolution as the head of the committee. The minister of planning and investment is the standing deputy head of the committee, and the secretary of Danang Party Committee was named deputy head.

“The composition of the steering committee has shown the government’s concern in creating opportunities for Danang,” said Nguyen Thi Bich Ngoc, Deputy Minister of Planning and Investment.

Ngoc said that the special mechanisms for Danang’s development can help it become a modern special economic zone, making an important contribution to national development.

“The effective implementation of the resolution is a great opportunity for Danang to continue to promote its potential and advantages, promote its role as a growth pole, and lead and contribute further to the economic growth of the central economic dynamic region,” she acknowledged.

Secretary of Danang Party Committee Nguyen Van Quang acknowledged that the resolution offers several unique and outstanding mechanisms that have no precedent in Vietnam, which are expected to create breakthroughs in socioeconomic development. However, the city is also aware of challenges in the policy implementation process.

“Many issues are new and unprecedented such as the establishment of free trade zones, pilot financial mechanisms, carbon credit offset exchange, attracting strategic investors in the semiconductor and AI industries, and policies on controlled testing, sci-tech development, and innovation, among others,” said Quang.

“If Danang succeeds with these breakthrough mechanisms, it will become a basis for competent authorities to decide on similar implementation in other localities,” he added.

At the conference, Danang proposed that the prime minister and members of the steering committee continue to support the city in the implementation process, especially of the programmes and plans of the committee, and directing unprecedented issues outlined in Resolution 136.

In order to effectively implement the resolution, Quang suggested that the entire political system needs to promote self-reliance and self-strengthening.

“Party committees, organisations, agencies, localities, and units, and especially the heads, must absorb and grasp the prime minister’s instructions and take responsibility for leading, directing, and organising the implementation of the resolution, with determination and effort,” Quang said.

In the process of developing regulations, the city needs to seek guidance from relevant ministries and the business community to ensure feasibility and effectiveness in practice. In particular, it is necessary to develop a mechanism to draw in resources from domestic and foreign investors, especially the mechanism to engage strategic investors and those mentioned in Resolution 136.

In parallel with the concretisation the resolution, Danang commits to strongly improving the investment and business environment, promoting administrative procedure reform, removing problems for businesses, and fully preparing conditions in terms of planning and infrastructure to welcome capital flows.

Quang requested relevant departments and sectors to review and shorten the process of implementing procedures related to investment and land, and effectively implement the process of resolving related procedures.

He also requested that the agencies and units assigned to prepare land with synchronous infrastructure investment. Firstly, Danang will accelerate funding in completing traffic infrastructure, connecting sub-zones in the free trade zone, and promoting the opening of more international flights, especially the implementation of the Lien Chieu Port construction project, and cargo warehouses at Danang International Airport.

In addition to implementing Resolution 136, Danang is striving to be a large, ecological, and smart city, as well as a centre for startups and innovation, and a liveable coastal city of regional stature in Asia.

Deputy Minister Ngoc proposed that the steering committee should quickly concretise the strategic goals of the resolution.

“In particular, we focus on supporting Danang to create a favourable, transparent, and competitive investment and business environment, and strengthen evaluation of the implementation of specific policies, thereby proposing appropriate adjustment measures so Resolution 136 can achieve the best results,” Ngoc said.

PM Chinh emphasised that Danang will not be alone during policy implementation, and there will be involvement of the leadership of the Party and state, and guidance and support from central ministries and branches, in collaboration with the support of the people and business community.

“Danang should carry this out in a bold manner, and through the implementation process, we will gradually eliminate and adjust inappropriate issues. Nothing is easy as a new model, but this will be suitable for development,” said PM Chinh.
