In mid-October, Nam Dinh Vu Industrial Park developed by Sao Do Group was officially approved by the Department for Roads of Vietnam to use the intersection connecting a $5.4 million parallel road to Tan Vu-Lach Huyen Highway.

The parallel road connecting to Tan Vu-Lach Huyen Highway features two one-way branch lines running parallel to the existing Tan Vu-Lach Huyen Highway; with a length of 1.2km for each branch line.

Each branch line has a 15.5m wide cross-section (including a 2x4m main lane, a 2.5m auxiliary lane, and a 5m sidewalk) adjacent to the existing Tan Vu-Lach Huyen highway; with a design speed reaching 40 km per hour and technical standards of a Class IV flat road.

According to Nguyen Thanh Phuong, general director of Sao Do Group, the group had proactively proposed the city’s management for project’s implementation.

Phuong said that Sao Do Group used their own funding to implement the project and construction took place in eight months. When the road is officially put into use, the group will hand it over to Haiphong city for usage and management.

To ensure synchronous infrastructure development in Nam Dinh Vu IP as well as associated external areas, Sao Do Group has embraced building important infrastructure projects such as the Tan Vu-Lach Huyen parallel road and Nam Dinh Vu sea dike route.

“The Tan Vu-Lach Huyen parallel road project contributes greatly to effectively avail of the logistics potential of key transport and seaport systems, promoting the potential and strengths of Dinh Vu-Cat Hai Economic Zone. At the same time, it helps complement the transport network to Nam Dinh Vu IP and DEEP C Industrial Zones; directly connecting the Lach Huyen port system with Tan Vu-Lach Huyen highway in particular, and Haiphong transport system," said Phuong. "The project thereby contributes to improving the ability to goods transport, optimising time and transportation costs for investors in Nam Dinh Vu IP. In particular, the new route also helps reduce traffic congestion on the extended National Highway 5 and Dinh Vu area.”

Nam Dinh Vu is considered an IP with a prime location, seamlessly connected to the national transportation network and close to important traffic routes, including Haphong international container terminal, Hanoi - Haiphong expressway, Cat Bi international airport; and Tan Vu-Lach Huyen road and bridge.

This is also the only IP in Haiphong having an internal international seaport- Nam Dinh Vu Port, owning four functional zones with modern infrastructure such as container wharf, liquid cargo wharf, and a logistics ecosystem that is invested synchronously, being shaped and operated following the principle of enticing a variety of projects to create a continuous, cyclical chain in the process of IP infrastructure products and services provision.

In particular, Nam Dinh Vu IP is also set to become a green, ecological IP gearing towards sustainable development.

Previously, at the end of 2022, the Ministry of Transport (MoT) sent a document to Haiphong Economic Zones Management Authority (HEZA) regarding the investment in the construction of a parallel road to Tan Vu-Lach Huyen Highway.

As the parallel road project belonging to Dinh Vu-Cat Hai EZ is outside the planning scope of National Highway No.5C, it is under the investment responsibility of Haiphong.

Therefore, the MoT has requested HEZA to base on the current status and development orientation of Dinh Vu-Cat Hai EZ to assess the necessity and suitability of the investment proposal of Sao Do Group, and report to Haiphong People's Committee for consideration and decision.

By April 2023, HEZA had reported to Haiphong People's Committee on the proposed contents of Sao Do Group.

Sao Do Group then got the greenlight to invest in the construction of the road following the group's proposal. After finalising construction, the group is responsible for handing over the road to Haiphong for use and management.
